are graduating from high school with a diploma, by meeting minimum proficiency requirements. [Appendix 5] It should be noted that this KPI data is one of many factors scheduled for future incorporation into the API data compilations.

What this means is that far too many of our children are denied the opportunity to fully participate in society through their failure to graduate and receive a diploma, essentially their ticket to the working world. This also means that pursuant to IDEA, MBUSD will continue to be responsible for the education of all the special education students who do not graduate with a diploma, up until the time each student reaches the age of 22.

What does this mean for 2004, when California is set to begin its implementation of the High School Exit Exam? Will MBUSD be ready? Will all MBUSD students be ready?
